Agreed. You're lucky that you waited 2/3rds of the way into your game to kill Vaas. I was about 50% of the way myself. And you're totally right, the final character is like unsatisfying killing a coked out Bill Gates. I really hoped that Vaas would have been the final villain.
I also really thought Vaas was a much more interesting character, which is partially why I may have sub-consciencely wished for him to be alive and you have to fight him again. Hoyt in my opinion, is just another cookie cutter villain, but Vaas was something special.

Vaas might be a more memorable enemy, but I don't think anyone believes that he didn't deserve to die (I know most of us believe he deserved a better death than that crap in FC3, though). Pagan on the other hand creates discussion about whether he was really an enemy at all.
